Short answer: if you want reef snorkeling on the north coast, plan a trip to Sosúa Bay. It is the place most guides name, and it is a base for local dive shops that run short boat trips to reefs.
Sosúa Bay
A GoWanderly snorkeling guide says you can snorkel from Sosúa Beach if you are comfortable swimming out to the reef. The best spot it names is an area called Canyon, known locally as Los Cabezos, with a wall that drops to roughly 30 feet. It lists bluehead wrasses and blue tangs among what you may see. A Fodor’s entry for Sosúa also describes boats from the bay to reefs just offshore, where people see yellowtail snappers, porcupinefish and small barracuda. Treat these as the guides’ accounts, since conditions change.
Cabarete and Puerto Plata
The sources we found treat Cabarete as the windsurfing and kitesurfing capital, not as a reef snorkeling town, and suggest basing there and visiting Sosúa. We found no snorkeling specific recommendations for Puerto Plata itself. If you want to try somewhere else, ask a local operator or check recent reviews first.
When to go
Club Med’s guide says the best time to snorkel is the dry season, December through April, with the shoulder months of May and November offering fewer crowds. Water that follows heavy rain can carry litter, so check conditions the day you go.
